VMware Horizon – Expiring Purchase Licenses and New Subscriptions

VMware Horizon, the VDI solution for the virtualization of desktops and applications, has received many new cloud-native functions and management services over the last year. In the course of these developments, the change of licensing to a subscription-based system (i.e. subscriptions), as is common with cloud services, was to be expected and should simplify flexible deployment in the future.

In December 2020, VMware announced that as of May 6, 2021, traditional purchase licenses (so-called perpetual licenses) for Horizon Standard, Advanced and Enterprise will no longer be offered. This means that as of May 6, these licenses will no longer be available for purchase (end of sale). Instead, you will have a choice of two subscription types: Horizon Term or SaaS Subscription. However, the change does not affect Horizon Apps Standard & Advanced, Capacity, or standalone products such as App Volumes, Dynamic Environment Manager, Thin App, or vSphere Desktop.

This results in a variety of sourcing options in the short term. Depending on your strategy and starting point, you can both increase and decrease your costs through your choice of licensing. Before the May 6 deadline, we recommend that you weigh all available options and seek advice based on your requirements.

The New Subscriptions and Upgrade Paths

Customers have a choice of 2 subscriptions that are intended for different uses. VMware currently offers discounts via the Subscription Upgrade Program for Horizon (HSUP). Discounts of up to 50% are possible when upgrading existing purchase licenses to subscriptions.

Horizon Term - Runtime License

This license type is for on-premise-only deployments and does not include use in cloud environments. It can be combined with existing on-premise perpetual licenses and offers the same versions and features as Horizon Standard, Advanced and Enterprise. However, VMware vSAN is excluded.

This form of licensing is thus very similar to the previous one. Payment is made in advance, i.e. prepaid, for terms of 3 to 36 months. With the Term Upgrade Program (TUP), existing perpetual licenses can be converted.

Horizon SaaS - Standard and Universal License

This license entitles you to use any cloud solution offered with Horizon, including Microsoft Azure VMware Solution (AVS), VMware Cloud on AWS, Google Cloud, and others. Standard and Universal can be deployed on-premises or in the cloud. Universal also covers hybrid scenarios.

Included and required is management via Horizon Control Plane, which was introduced with Horizon version 8, and simplifies VDI management across environment boundaries. This licensing is thus equivalent to Horizon Enterprise's feature set. However, the SaaS Universal license cannot be mixed with existing perpetual licenses.

Monthly, annual, and prepaid payment options are available for terms ranging from 1 to 60 months. The Subscription Upgrade Program (SUP) allows existing perpetual licenses to be converted.

What are the Benefits of Cloud Services?

With the new license types, customers should be able to better benefit from modern, cloud-native and hybrid services that combine both worlds and support both existing on-premise infrastructures and cloud resources. For example, Horizon Control Plane simplifies management across cloud boundaries. Services for image and application management, for example, reduce the time required to manage images in different clouds or pods and reduce the complexity of app packaging.

The management of a VDI environment can thus be greatly simplified and operational costs can be reduced. At the same time, the cloud options offer more flexibility and demand-based adaptation during usage peaks (so-called cloud bursting).

These cloud services always stay up to date, which hugely simplifies the maintenance effort of the Horizon infrastructure. A monitoring service helps reduce downtime, and Horizon Lifecycle Management simplifies the onboarding and configuration of Horizon environments in hybrid and multi-cloud scenarios.

At the same time, it assures that Horizon On-Premises will continue to be supported and expanded. The aim is to make the transition to subscription licensing and the use of the cloud benefits as simple as possible for customers without requiring new implementations. With the Horizon term runtime license, a pure on-premises profile without a cloud requirement is still available. Existing environments can therefore continue to be used without the need for reengineering or a move to the cloud. At the same time, customers benefit from cloud-based capabilities.

What Should be Considered Now when Procuring Licenses?

Customers can continue to purchase additional perpetual licenses until May 6, 2021. However, after that date, all new license purchases will be subscription-only, including options for on-premises and hybrid cloud deployments. We have run many scenarios as examples and cannot make a universal statement. Depending on the strategy and starting point, the change can result in either a cost increase of up to 20% or create significant savings, depending on your plan.
