Statens vegvesen is responsible for planning, building, operating and maintaining Norway's national and European roads, alongside traffic safety, vehicle and driving-license administration, and the development of a safe, efficient transport system for the whole country. To deliver these services, the agency increasingly relies on cloud technology.
Historically, Statens vegvesen used several cloud solutions from different providers. As its cloud footprint grew, so did the need for stronger governance models and tighter financial control. The agency wanted to make FinOps an integrated part of its cloud strategy - clarifying responsibility, improving cost allocation and enabling continuous optimization. With cloud volumes expected to increase significantly towards autumn 2026, establishing structure, insight and cost control from the outset became essential to scaling safely and sustainably.

To put financial governance at the heart of its cloud strategy, Statens vegvesen partnered with SoftwareOne to establish a shared FinOps practice. The approach brings technical and financial perspectives together — clarifying who is responsible for what, giving deeper insight into consumption, ensuring more precise cost allocation and making continuous optimization possible. The outcome is a scalable basis for governance that supports predictable, controlled use of cloud resources.
SoftwareOne supported the IT division's competence center for public cloud services with both strategic and operational FinOps expertise. The work covered the further development of frameworks, governance models and working processes that give the agency a clearer overview and tighter control of its cloud use. SoftwareOne and Statens vegvesen also built a solution for collecting and visualizing cloud consumption data, which has since been further developed and managed to ensure continuous insight into an ever-evolving cloud estate. Together, this gave the agency both strategic direction and practical, day-to-day support in keeping costs under control.

Alongside this strategic support, SoftwareOne delivered monthly cost reports spanning Azure, AWS, GCP and OCI.
