A New Application for More Effective Gambling Supervision

Specialist development amid growing complexity

The online gambling market is evolving rapidly in both specialist and technological terms. As offerings become increasingly professionalized and digitally scalable, GGL needed to bring relevant information together more effectively. Requirements for robust specialist evaluations also grew. To successfully fulfill its legal mandate, GGL must continuously develop its technical and analytical capabilities using modern IT systems, automated processes, and data-based analyses.

At the start of the project, relevant data was only available in separate specialist contexts. Each dataset could be used individually, but they were not connected across domains. The separation meant important relationships remained hidden, and the potential for deeper analysis was limited. The GGL recognized that a fully developed shared information base would open new specialist perspectives. This was particularly important for transparency and analytical capability, enabling better data-based decisions in the future. Against this background, the authority decided to strategically develop its specialist and organizational foundations.

From specialist understanding to a robust application

Working with SoftwareOne, the GGL decided against rushing into technical implementation. Instead, the initial focus was on a structured preliminary project for user-centric requirements analysis. The aim was to understand the authority’s specialist requirements in detail and create a reliable foundation for a future application.

SoftwareOne supported the GGL as a methodological and technological partner. Through interviews, workshops, and UX-oriented analyses, core processes, workflows, information needs, and specialist interfaces were identified together with employees. Prototypes and visualizations helped make complex relationships transparent and refine and validate requirements at an early stage.

On this solid basis, an application specifically tailored to the GGL’s tasks was created for structured data collection and linking. For the first time, the web-based solution enables bringing relevant information together centrally, placing it in context, and evaluating it from a specialist perspective. Technically, it is based on a future-proof, extensible architecture with a SPA web UI, a Java Web API backend, and a relational PostgreSQL database, all running in containers. The decision to use modern standards and an extensible architecture strengthens the authority’s path toward digital sovereignty and creates long-term investment security.
