In the dynamic realm of cloud computing, ensuring software compliance is paramount. Our recent experiences with Oracle Fusion Cloud Advisory Services reveal a common issue: discrepancies in Oracle's automated SaaS Service Usage Metric Report. At the core lies Oracle's periodic license re-bundling, affecting both on-premises and cloud solutions. This bundling introduces challenges for end-users, such as double-counting of entitlements due to overlapping privileges and roles. And it’s why independent consumption management has such an important role to play too.

Oracle Fusion Cloud: Addressing re-bundling challenges for compliance and savings

As a case in point, consider the shift in January 2019 when Fusion Financials, Fusion Advanced Collections, and Fusion Grants Management were sold as separate, standalone subscriptions. Nowadays these subscriptions are bundled into Oracle’s Fusion Enterprise Resource Planning.

Oracle’s bundling strategy brings a challenge for end-users. Oracle's SaaS Service Usage Metric Report maps identical privileges and roles to multiple Cloud Services. If you, for example, still own entitlements for the old, standalone Financials subscriptions, the roles and privileges associated with this cloud service are mapped both to the old, standalone product (Fusion Financials) and to the new bundled product (e.g., Fusion Enterprise Resource Planning). The consequence of this mapping practice is rather significant as the individual users authorised to make use of the cloud service are counted twice (once under the old standalone product and once under the new bundle product).
